It can already be produced at the beverage factory. It's a big waste of land and cash to buy anpther research facility, only for the sugar. There are several items that are researched in one facility, and made in another. I can only say, get used to it for now. I think they are pretty low on the list of things that need to get done. I have often built a research center to do one thing, then sold it off. You can also bite the bullet and just buy the items in question from the B2B.
