I would like to introduce a new feature: Contracts
The contracts will be offered by Public Authorities (NPC) and will be like this:

1. Offered by: The NPC that offers the contract (Example: German Government)

2. Structure type: what does the NPC requires to be built (ex: Stadium)

3. Location: where will the structure be built (ex: Berlin)

4. Materials required: the material that the contractor will have to deliver in order to complete the structure and therefore the contract (ex: 100,000 Steel minimum Q:20, 200,000 Lumber minimum Q:5 etc etc.)

5. Deadline: the time needed to complete the contract (ex: 4 days. This means that the contractor must deliver ALL the above mentioned materials within 4 days)

6. Starting Offer: this is the award that will be paid to the contractor after the completion of the contract. ATTENTION: this the starting offer: the final award will be in the offer of the contractor (see below)

7. Delay Penalty: this is the amount of money that will be extracted from the award for every day that passes after the deadline and the contractor fails to complete the contract. (Ex: If the award is 1,000,000, the deadline: 4 days and the Delay Penalty: 100,000 > If the contractor completes the contract at the 6th day (2 days later) will receive: 1,000,000 - 200,000 = 800,000)

8. Breach of Contract: If the contractor cancels the contract or fails to complete it 1 week after the deadline then the contractor will pay a fee: (let's say 5 times the award)

CONTRACTORS:
The announcement of the contract will be public for 2 days. Every company (player) can make an offer. The offer will be like this:
1. The amount of money that will receive the contractor as award (it must be lower than the Starting Offer as mentioned above)
2. The quality of each product required that the contractor intends to deliver.

As lower the award and as higher the quality that will be offered by the company, the higher possibilities to win the contract.
The most important criterion is the amount of money offered. In case of parity then it is considered the higher quality.

Example: The starting Offer is 1,000,000 and the materials required: Steel minimum Q30.

Company A offers: 950,000 and steel Q40
Company B offers: 850,000 and steel Q30
Company C offers: 850,000 and steel Q35

Company C wins the contract (offers the lowest award, as company B but offers better quality)

Secret offers:
Every company (player) will be able to know which other companies have made an offer but will not be able to see the amount of money or the quality of materials offered
